Try to set the dial plan:
Matching Patterns:
$request = ^INVITE
To = sip:(.*)@
Deploy Patterns:
To = sip:%1@terminator
$auth = false |

Try to use the ARS to register to your ITSP providers or PSTN Gateway, You don't need those dial plans when you have the pbx
