Dial plan auto update?

I hope could renew the dial plan use dos command automatically without restart computer.
Is there a interface could help me to do it ?I know there a updata button in admin could renew dial plan but i want use a bat or command to do it .
And I find some problem(I want restart the server to realize the function):
I use net stop command to stop sip server such as (net stop "OnDO SIP Server"), I find the server is still work but i can't use OnDO SIP server Admintool(could't find webpage).
If i use the windows Computer Management -> Services to stop the OnDO SIP Server manually, it can't stop server with ERROR(The service did not respond to the start or control request in timely fashion). And it still work.
