Help with Dialing ways

I have installed a telephone that has 3 lines which I need to do is that when takes the line that it has assigned extension “1030” it can dial any telephone without needing marking an area code at the moment I must mark the “9” because I have in the Matching patterns in To: sip:9 (.+) @ which does to me that it marks 9 before marking I number wished, but I want specifically in 3 extensions “1030” “1031” and “1040” they can take the assigned lines automatically for example

Extension 1030 take PhoneNumber1
Extension 1040 take PhoneNumber2
Extension 1050 take PhoneNumber3

And that all the remaining extensions if they must dial “9” to be able to make the calls.
And if it is not much to ask I it would like to know how are possible to be restricted the exits of the telephone calls by extension so that for example they cannot make calls international etc. is possible this?
As they can see I do not know anything the Dialings Plans or Rules

If I understood your question correctly Its possible.
Lets assuming the Extension 1030 take PhoneNumber 1452544445522

then go to the User>Edit and set in the Call forwarding settings:

Forwarding destinations :91452544445522
Ringer sec: 10 or what you prefer

Then when you dial direct from a registered UA the 1030 extension number and this UA(1030) isnt registered the system automatically call the number 91452544445522.

If the UA(1030) is regsitered but not answer after 10 sec then the system automatically call the number 91452544445522.
