it doesnot matter which side you configure first, if you need to call from voip gateway to PSTN, you need configure it at PBX > ARS, and if you need to receive call from PSTN to VOIP gateway, you need to configure it at voip gateway.
here it is other gateway's configuration document, it may help.

Hi Niggy,
once you change your PC ip address as the FXO subnet, you can access the gateway from web interface, you need to change the gateway ip as your PC subnet and change your PC IP back.

well I've configured my FXO gateway now & I can do PSTN to VOIP call & vise versa..but im facing some problems:

1- When I call from PSTN line to my VOIP network, the call doesnt route automatically to an extention, I have to dial it. How to route all incoming calls to a specific Extention automatically ( for exm. routing call to auto attendant) ??

2- When I call my copmany no. & then dial the auto attendant Ext. & the the desired Ext, it takes a while till the call reach that Ext. what could be the reason??

Question1:
if the call was made from PSTN to FXO gateway, you have to configure it at gateway.

Question2:
can you tell me which phone you are using and if possible, can you capture the packets and post it?

try to download the Ethereal, it's free network analyzer, is a useful tool to monitor SIP and RTP packets.
