Filtering for registered callers

1. Brekeke Product Name and Version: 3.14.5.17

2. Java version:11.0.15

3. OS type and the version:Server 2012R2

4. UA (phone), gateway or other hardware/software involved:Responder5 inbound to outbound SIP phones

5. Your problem:
Matching Pattern Deploy Pattern
$request=^INVITE To=sip:%1@192.168.1.10
$registered=^false
To=sip:(1000)@

Question: What does the $registered=^false do? Because this rule is in the Matching pattern, does it only use this rule IF the "calling" number is registered or the "called" number?
