problem with Call waiting

Dear All

we need to improve the normal call waiting for our service which based on Brekeke PBX.

Now, we are using a Brekeke PBX, but we did not configure any users on the PBX to eleminate it's license users limitations.

we connect our PBX to SVK Billing System for AAA functions.

Now, our UA ATA support Call waiting, so if any UA call a busy UA, the caller will continue hear ringing and the called UA will here a waiting tone.

Our Question is, do you can send any other voice to the caller instead of ringing, and at the same time we need the called party to still hearing the waiting tone.

Now we can run any message in case of called party busy, by using the following dial plan:

Matching Patterns
$request = ^INVITE
To = sip:(.+)@
$istalking = true
Deploy Patterns
To = sip:0@localhost:15060

but the problem of this solution is that the called party does not know that there is some one trying to call him.

so please try to help us.

maybe can change ring back tone from UA side?
