Brekeke SIP Proxy as "Unknown Publisher"

Our security settings have really locked us down and when we try to install Brekeke SIP Proxy on a Windows 2019 64-bit server, it says it is from an Unknown Publisher and absolutely WILL NOT allow us to install.
In researching Unknown Publishers is seems Microsoft locked down on anybody publisher without a security certificate. Does Brekeke actually have that?

I do not believe we are trying to install the newest version of Brekeke (3.10.6.5) but will do so if that one has a signed certificate?

Let you run the installer with Administrator account.
