any change from default causes system to go to inactive

1. Brekeke Product Name and Version:3.14.1.2/557

2. Java version: openJDK 11.0.16.1

3. OS type and the version: Server 2019

4. UA (phone), gateway or other hardware/software involved: nothing yet soon to be Cisco CUCM

5. Your problem:
When installation and activation of license finishes the sip server comes online with no issues. if i go to configuration and just click save without changing a thing the server will not restart and shows inactive. this is actually working at a seperate site configured the same way with no issues. Not sure if it is licensing or something in background causing issue.

once i click save on configuration this will not restart.
