Multiple ITSP Routing ARS (Line1 is in use then line2)

I just added a second Voip ITSP account to the PBX and both are successfully registered

how can I put a plan or ARS to do the following

If A is calling external destination use the 1st ITSP line if busy use the 2nd ITSP line if busy reject the call

If B is calling check the 1st ITSP line if busy use the 2nd ITSP if busy reject the call

also we are planning to add a third and fourth lines so please clarify if it is going to be different
